Telescope Question

I had a telescope when I was younger but don't know much about them. I have been trying to do some research about what to look for when I buy one but need help. I have a budget of around $200-250 and have found some on Ebay but don't know if they quality or just a waste. Any help you can provide to save myself money and frustration would be appreciated.
